UK Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest study of local authorities, English councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and land to support their budgets, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and utilising savings to manage growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its asset disposal plan featured the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Increases and Wider Fiscal Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase council taxes next April to cover the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils this week also found local finances being strained by the growing number of children and adults needing special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have put off planned reforms to the Send system until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) covering English councils, many participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and need,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened social care provision in the last year, the study revealed.
